4. PUBLIC COMMENT: Any person may address the Board at this time on any matter within the jurisdiction of the District. A maximum of three minutes is allowed per person. Written comments may be presented to the Board of Directors. Any person wishing to address the Board on an item ON THE AGENDA will be given the opportunity at that time. No action will be taken on non-agenda issues:
5. Discussion and Approval of Minutes of November 11, 2025: Adopt the regular meeting minutes of November 11, 2025 :
6. Approve and Authorize Signatures: On the Warrant Authorization Form for District expenses received through December 9, 2025. A list of the bills to be paid will be read to the board and public at the meeting;
7. County Board of Supervisors Appointee: Because there was no election for three Board Members of the Hornbrook Community Services District due to an error in the paper work for an election, Resolution # 2025-001, approved at the June 10, 2025 meeting of the HCSD Meeting, With 4 ayes. The Clerks Office said they never received it. The Siskiyou County Board of Supervisors expedited putting the Hornbrook Community Services District on the agenda to appoint someone so we could have our regular meeting on December 9, 2025 and the rate increase meeting on December 16, 2025, if not we would have to wait at the least another month. They could only appoint one person and that person was Robert Puckett. County Council will let the board know when we can appoint two more members and we will post for applications and then make a selection on returned applications;
8. Discussion: Artur Arseni from RCAC will be attending the meeting a second time by zoom or by phone. This will be another time for questions and answers about the rate increase and the voting and counting procedure, which ballots are to be eligible for the Prop 218 count, at the meeting coming up on December 16, 2025 at 6 pm at the Hornbrook Elementary School;

Board Member Comments and Questions: At this time, members of the Board may ask questions of the staff, request reports be made at a later date, or ask to place an item on a future agenda on any subject within the Board’s jurisdiction. Directors may make comments on any topic not listed on the agenda but may not be acted upon:
