4. PUBLIC COMMENT: Any person may address the Board at this time on any matter within the jurisdiction of the District. Any person wishing to address the Board on an item ON THE AGENDA will be given the opportunity at that time. A maximum of three minutes is allowed per person. No action will be taken on non-agenda issues:

5. Discussion and Approval of Minutes of the Regular Meeting, of May 12 , 2026;

• 6. Approve and Authorize Signatures: On the Warrant Authorization Form for District expenses received through June 9 2026. A list of the bills to be paid will be read to the board and public at the meeting;

 

7. Rate Increase: Artur Arseni from RCAC has communicated with Garett of Pace Engineering about the rates. Artur thinks he can get another TA to finance another rate study. It’s still in the process;

 

8. Discussion and Possible Action: Going back to the pre covid rules about shut offs for non payment; 15 day ( which will turn out to be a 30 day notice ) and then a 48 hr notice which Ben of Sumitup will tell us at the time bills go out and we will hand deliver the notices out like we have been doing. Section 14 : 14.02 of the Rules and Regulations for the Hornbrook Community Services District adopted June 6, 2013;

Board Member Comments and Questions: Members of the Board may ask questions of the staff, request reports be made at a later date, or ask to place an item on a future agenda on any subject within the Board’s jurisdiction. Directors may make comments on any topic not listed on the agenda but may not be acted upon:

10. Next Regular Meeting: July 14, 2026, at 6 pm at the Hornbrook Community Association Building.
