4. PUBLIC COMMENT: Any person may address the Board at this time on any matter within the jurisdiction of the District. A maximum of three minutes is allowed per person. Any person wishing to address the Board on an item ON THE AGENDA will be given the opportunity at that time. No action will be taken on non-agenda issues:
5. Discussion and Approval of Minutes of the December 9, 2025 and the Special Board Meeting of December 16, 2025: Adopt the regular meeting minutes of December 9th and the Special Meeting Minutes of December 16, 2025;
6. Approve and Authorize Signatures: On the Warrant Authorization Form for District expenses received through January 13, 2026. A list of the bills to be paid will be read to the board and public at the meeting;
7. Discussion and Possible Action: The “Notice of Vacancy” for two current seats for the HCSD Board, were posted on December 24, 2025 at the five regular sites we post all meetings at. We can appoint the two new Board Members from who there is a letter of interest sent to the HCSD Board at this meeting. As stated by the County Clerk, “Your district board may appoint the replacement board members no later than February 03, 2026. The district is required to post a Notice of Vacancy in three locations within the district and complete an Affidavit of Posting. The posting must be done at least 15 days prior to the date your board makes the appointment. Please send the County Clerk’s Office a copy of the Notice of Vacancy and Affidavit of Posting so that we have them for our records”. Depending on how many, or if any letters of interest we receive, we could still have a Special Meeting before February 3, 2026. The clerk has to have time to verify that the applicant is a registered voter, and is a non-felon, and lives in the water district;
8. Proposition 218 Notification for a New Meeting: We will be sending out a new Notification for a Public Meeting for the Prop 218 rate increase meeting, hopefully by the 15th of this month so we can have the meeting on March 3rd, 2026;
9. Board Member Comments and Questions: At this time, members of the Board may ask questions of the staff, request reports be made at a later date, or ask to place an item on a future agenda on any subject within the Board’s jurisdiction. Directors may make comments on any topic not listed on the agenda but may not be acted upon:
10. Next Regular Meeting: February 10, 2026 at 6 pm at the Hornbrook Community Association Hall.
