4. PUBLIC COMMENT: Any person may address the Board at this time on any matter within the jurisdiction of the District. A maximum of three minutes is allowed per person. Written comments may be presented to the Board of Directors. Any person wishing to address the Board on an item ON THE AGENDA will be given the opportunity at that time. No action will be taken on non-agenda issues:

5. Discussion and Possible Approval of Minutes: Regular meeting minutes of September 9, 2025 and the special meeting minutes of September 15, 2025:

6. Approve and Authorize Signatures: On the Warrant Authorization Form for District expenses received through October 14, 2025. A list of the bills to be paid will be read to the board and public at the meeting;

Discussion and Possible Action: Authorize Robert D Puckett sr as the Authorized Representative and Melissa Puckett Tulledo as the designee for the Hornbrook Community Services District “Expedited Drinking Water Grant Funding Project” for the new tanks, the new plant and update the intake on the creek;

8. Discussion: About the Prop 218 meeting coming up on October 28, 2025 at 6 pm at the Hornbrook Elementary School;

Directors may make comments on any topic not listed on the agenda but may not be acted upon:
